The private laundry sector adopted a new payment system 1st of October, 2000. In the new payment system the salary of the employee is divided into a task related and personal part. The labor market organizations allow the employer to rate the personal part of the salary. The practical operations model for paying the personal part of the salary at Laatupesu Ky in Kuopio is being researched in this final project work. Soft systems design strategy was used as an extensive development process procedure layout. Within the strategy the model of learning organization can be found. Information was gathered from the working community through conversations, interviews and questionnaires. Sources from related literature were also included into the research. The objective of the development process was to create the most effective, legitimate and motivating evaluation system for the personal part of the salary. At first, the initial mental image of the working community was determined by using an interview and questionnaire research. Simultaneously, the development target - the problem - was specified. Evaluation factors were determined from the employees using a questionnaire study. In a common conversation gathering, the proposed evaluation factors were assessed and three most suitable for Laatupesu Ky were selected. In the end, internal customer service, cooperation skills and flexibility were chosen as the evaluation factors. As a result of critical evaluation and assessment a new evaluation model for the personal part of the salary at Laatupesu Ky was created. The evaluation model is divided into three evaluation sections: customer satisfaction measurement, employees’ self-assessment and development in the employees’ own work performance. The customer satisfaction measurement determines the issues related to the employee’s work quality whereas the self-assessment is for the employee to assess his own development in internal customer service, cooperation skills and flexibility. The development of own performance means the everyday improvements one might face in practical work. The personal part of the salary is determined based on every individual section of the operations model. The system is very extensive which enables it to act both equally and legitimately. The evaluation will be conducted at least once a year. The practical operations model for payment evaluation system, as well as vision and knowledge of the subject, were studied in this research through self-education.
